I haven't read the manga so I can't compare the two, but I agree that the second arc with Near and Mello felt incredibly rushed. Perhaps if that arc was longer and Near was more fleshed out / Mello had more of a role to play like they apparently did in the manga, people would like the second arc a lot more, and the anime would have been a lot better overall.
